What is a PAC?
A: A Political Action Committee is a committee chartered
under federal law to raise and disburse funds that
individuals voluntarily contribute for political
campaigns and other purposes. There are well over 5,000
professional, corporate, labor union, and other PACs in
the U.S. today.
What will be the purpose of the US-Cuba Democracy ("USCD") PAC?
A: The USCD-PAC will help to elect federal candidates who
strongly and effectively support our commitment to a
free and democratic Cuba as indicated in our Statement
How will USCD-PAC impact the Congressional debate about Cuba?
It is important for the Cuban American community to
compete with the various political and economic
interests dedicated to unconditionally softening U.S.
policy towards the Castro dictatorship. Cuban Americans,
their families, and friends need to reach out to U.S.
Senators and Representatives, who ultimately decide
U.S. Senators and Representatives are busy raising the
resources they need for their reelection. Cuban
Americans and their friends, to be effective, need to
participate in the political process in the same manner
as most other influential issue-oriented groups in the
From where will USCD-PAC receive its funds?
A: Voluntary donations by individuals will be the source
of 100 percent of USCD-PAC's resources.
To whom will USCD-PAC contribute?
A: USCD-PAC will contribute to federal candidates,
particularly key lawmakers in the U.S. Senate and the
U.S. House of Representatives. USCD-PAC will not
participate in state, county, or local elections.
USCD-PAC will contribute to candidates who either a)
have key roles on congressional committees responsible
for Cuba-related issues or b) have demonstrated their
support for the struggle for human rights in Cuba.
Will the operations of USCD-PAC be open to public scrutiny?
A: Yes. USCD-PAC is registered with the Federal Election
Commission, and all of its filings are posted on the
Internet at www.fec.gov. Those filings will include each
and every contribution made to a candidate. In election
years, USCD-PAC will file such reports on a quarterly
basis. Under federal law, the USCD-PAC Treasurer, Mr.
Gus Machado, will be responsible for compliance with all
reporting and other requirements.
What restrictions will exist on donations to USCD-PAC?
A: According to federal law, foreign nationals will not
be able to donate. U.S. citizens and permanent residents
will be able to donate no more than $5,000 per year. The
donor's name and address will have to accompany
donations exceeding $50. Individuals donating more than
$200 in one year will also have to specify their
occupation and name of employer (if employed). Donations
to USCD-PAC are not tax-deductible.
